Despite the increased number of animal adoptions, less expensive spaying and neutering options available and an increase in rescue groups willing to take unwanted animals, the euthanasia rates have changed little in the Birmingham metro area over the past several years.

Gilbert said because Alabama lacks pet laws requiring pets to be spayed or neutered and a registration fee paid, more animals enter shelters and are killed. The shelters can't afford to continue housing animals that are not adopted or returned to their owners, she said.

The shot costs the shelters or veterinarians about $3 far less than it costs to house a stray or abandoned dog for several days or weeks until or if a new owner is found.

Groups such as the No Kill Advocacy Center and the American Veterinary Medical Association express concern that many pet owners will, in effect, hide their animals to avoid paying licensing fees. If the owners don't want enforcement agencies to know they have pets, they likely would avoid taking their animals to veterinarians for proper preventive checkups or for serious health issues, these groups warn.
