Higher rated plans continue as usual. Since the ACA went into effect three years ago, it's already had an effect.

Part of the ACA, also known as Obamacare, aims to reduce federal payments to the Medicare Advantage plans over time and these savings would pay for some parts of the ACA.

As of September, 15 million Medicare beneficiaries 29 percent were enrolled in a Medicare Advantage plan, according to the Kaiser Family Foundation. In 2010, when the ACA was passed, 11.1 million were enrolled. That's a 35 percent increase.
Under the ACA, Medicare Advantage plans will be graded on a 1 to 5 star rating. If they perform below a 3 star level for three years, the secretary can end them. She (or he) can also terminate them if they fail to meet the medical loss ratio requirement mentioned above.
