Committee members said they would like to learn more about the issue before recommending changes to the rest of City Council, but there appeared to be some support for imposing more responsibility on property owners and other steps staff suggested.

Police Chief William Anderson said penalties under state law are too light, but city police have already "taken an aggressive approach to address the issue." He helped develop the staff recommendation and said it would help city police if the public reported graffiti incidents quickly.
City staff proposed several steps to fight graffiti at a meeting of council's Public Safety Committee, including improved police enforcement, seeking tougher penalties for graffiti vandals and an education campaign that would ask the public to be on the lookout for vandals and report graffiti quickly.
